Sir,
I am directed by the Minister of Health to refer to the Circulars issued by his predecessors
in February, 1921 (No. 182) and on the 18th March, 1923 (No. 295).
The Government have considered the provisions of these circulars in so far as they relate to
the grant-aided public health services (maternity and child welfare, tuberculosis, venereal
disease, welfare of the blind and port sanitation), and have decided to revert generally to the
position which previously existed. The Minister will accordingly be prepared, with the
approval of Parliament, to make grants on the prescribed basis for such further development
of these schemes as is considered advisable by, and is within the power of, the authority,
subject of course to the ordinary process of approval of the particular proposal by the Ministry.

The Clerk of the Council or Joint Committee,

This circular is information that the grant in aid of Port Sanitation is continued
as heretofore on the basis of half the approved expenditure. There had
been a suggestion of other basis of subsidy.
LAUNCHES.
"George Briggs."—A thorough overhaul was made of the motor launch
"George Briggs" by the builders, at a cost of £263 3s. 8d.
It would seem a good policy with regard to a good launch, and one that serves
its purpose satisfactorily, to submit the vessel to such complete overhaul periodically
as should keep it in first-class working order.
STAFF.
During the year the following alterations were made amongst members of the
permanent staff:—
Medical Officers.—Dr. E. V. Legge, Boarding Medical Officer, stationed
at Sheerness, was superannuated on the 29th September.
Office Staff.—Mr. W. J. Albrow, Clerk, was superannuated on the 2nd July,
owing to ill health and the office staff was re-arranged as follows :—
Mr. E. A. Sorrell, 1st Assistant Clerk, promoted to Chief Clerk.
Mr. W. C. Barham, 2nd Assistant Clerk, promoted to 1st Assistant Clerk.
Mr. J. A. Gillis, Junior Clerk, promoted to 2nd Assistant Clerk.
Mr. A. W. Moore, Junior Clerk, promoted to Junior Assistant Clerk.
Food Inspectors.—Mr. T. W. Bailey was superannuated on the 30th June.
Sanitary Inspectors.—Mr. W. W. Burr, promoted to Food Inspector ;
Mr. H. R. Hopkins, appointed as Assistant Food Inspector; Mr. Paul Westron
Coombe and Mr. William Ewart Smith, appointed Sanitary Inspectors on probation.
Mr. W. Gray qualified by examination, in December, as an Inspector of
meat and other foods.
Hospital.—Several changes occurred on the nursing and domestic temporary
staff at the hospital. Nurse H. Prior contracted Scarlet Fever while in the discharge
of her duty and was treated in the hospital.
