During the year it came to the notice of your Medical Officer that a considerable
business was being carried on in what are known as " sugar sweepings," which
consist of loose sugar swept up from the floors of dock warehouses and other places.
As these sweepings contain a considerable quantity of dirty extraneous matter
(frequently as much as 25 per cent.), and could be disposed of for making low grade
jam and sweets or mixing with larger quantities of clean sugar and so escape
notice, your Medical Officer had them placed under detention and only released on
a written guarantee being given to your Medical Officer that they would be taken
to addresses specified in the guarantees and there submitted to a satisfactory
process of refining, such guarantees being signed by the persons carrying out the
process of refining?
In all cases of sugar sweepings being released for refining, the Medical Officers
of Health of the districts in which the refining was to be carried out, were furnished
with the necessary particulars.
The total quantity of this material released during the year for the purpose
of refining was 355 tons 3 cwts. 1 qr. 26 lbs.
During the year applications were received from Importers to be allowed to
remove various foodstuffs from the district of the Port of London without examination
by your officers, on the understanding that the goods would be examined and
dealt with under the supervision of the Medical Officer of Health of the district
to which the goods were removed.
