It is clear from a perusal of these few pages that SanitaryAuthorities
are now in possession of powers which properly administered
will lead to great future improvements in their Districts,
and which should not press with undue severity upon owners of
property. In every District there are probably men known as
" house sweaters." To such the new Act will be as it was
intended—a terror.
It is scarcely necessary to add that your Sanitary Staff will
endeavour to keep pace with the great increase of work which
must be the outcome of this most important enadtment.
With the customary Tables recording the Meteorological Returns
for the year, I conclude the statistical work contained in this
Report.
