I have no record of the admissions into the Infirmary without
the orders from the Doctors, but the number given constitutes iy\
per cent. of the total admissions upon the usual orders. I do not
propose at present to reflect further upon this subject, but I feel
that a sentence in my Report for 1890, applies here with some
force:—"If these figures have any value, they show the urgent
" need for legislation which shall provide for the welfare of the
" submerged tenth."
A comparison with the Table of last year will show that still
more Model Dwellings have been added to those therein contained.
New apartments have been provided to the number
Model of 337 ; accommodation has thus been found for
Dwellings. 1868 more persons. The total deaths, however,
are only 4 in excess of those of the previous year.
The death-rate is 23.8 per 1000. It is of course apparent that
some model dwellings are models of hygienic construction, and
others ought rather to be chosen for models of what to avoid, in
planning residences for the labouring classes. I have selected 6
of the buildings belonging to each class, and whilst the former
has a death-rate of 15-5 per 1000, the latter has a record of 27'!
per 1000.
I append the entire list, and the necessary statistics, so that
anyone who is acquainted with the District can prove these
calculations to his own satisfaction.
