and I trust that the same will so commend itself to the favourable consideration
of that Board, as to induce them to prepare a scheme to be
laid before the Home Secretary, recommending the destruction of the
several unhealthy localities which I have pointed out.
It also appears from Mr. Vallance's Letter, that the mortality of fever
has been unusually large; viz.: 23.4 per cent., or about 1 death out of
every 4 cases, the average death-rate from fever being only 1 in 5.
The 14 persons who died of fever at the District Fever Hospital
were removed from the undermentioned places:—
District No. 1.—30, Dorset Street, 4, Paternoster Row, Refuge, Crispin
Street, (2 cases). Total 4. District No. 2.—Child removed
from Leman Street Police Station; 34, Flower and Dean Street;
8, Nelson Court; 10, Lower Keate Street; 4, Angel Alley; and
61, Lambeth Street. Total 6. District No. 3.—42, Leman
Street, (2 cases). Total 2. District No. 4.—1, Garden Court and
4, Crown Court. Total 2. District No. 5.—No persons removed
from this District.
The following is a copy of the communication addressed to me by the
Guardians respecting the unhealthy area referred to in Mr. Vallance's
Letter, dated 3rd May, 1876.
To John liddle, Esq., Medical Officer of Health, for the District of
Whitechapel, in the County of Middlesex.
We, the undersigned Guardians of the Poor of the Whitechapel Union, in the
County of Middlesex, being persons liable to be rated to the rate out of the
proceeds of which the expenses of the Local Authority, under "The Artizans'
and Labourers' Dwellings Improvement Act, 1875," are made payable,
do hereby mate complaint to you of the unhealthiness of the area which
comprises the Streets, Courts, and Alleys hereinafter mentioned, together
with all intervening Courts, Yards, and Alleys, and which said area is
within your jurisdiction, namely:—
Fashion Street, Spitalfields. George Street, Spitalfields.
Flower & Dean Street, Spitalfields. New Court, Spitalfields.
Keate Street, Spitalfields. George Yard, Whitechapel.
Upper Keate Street, Spitalfields. Queen's Place, Whitechapel.
Keate Court, Spitalfields. Wentworth Street, Whitechapel.
Lower Keate Street, Spitalfields. Angel Alley, Whitechapel.
Thrawl Street, Spitalfields.
We submit that the condition of health amongst the population of the area referred
to is generally low, as is evidenced by the large extent of sickness prevailing
therein and arising therefrom, and that such prevalence may reasonably be
attributed to the closeness, narrowness, and bad arrangement, and condition
of the houses within such area, and to other sanitary defects.
In support of this complaint we do further state
That the population of the Whitechapel Union, according to the last census, is
76,573; and that, during the year 1875, the number of deaths registered
