some months had elapsed since the orders were given, was, that the first
week in November is too late for doing such work, although notices for the
cleansing of his houses had been served in the summer months, and, having
neglected to do the work at the proper time, now refuses to do it at all
As a rule, it would be desirable, as I suggested in the Code of Regulations
submitted for approval to the Board, that the rooms of the houses let
out in tenements should be limewhited three times in every year; and I am
glad to find, from the Regulations of the Vestry of Shoreditch, which have
recently received the sanction of the Secretary of State, that it is required of
landlords to thoroughly cleanse and limewash twice at least in every year
the walls and ceiling of every room, staircase, passage, yard and privy of
every lodging-house
Trades' Nuisances
Complaints still continue to be made of the nuisance from Sir Anthony
Rothschild's premises The various remonstrances made by this Board to
Sir Anthony Rothschild respecting the baneful influence of vapours from his
factory, have not caused much abatement of the nuisance; and unless the
business carried on by Sir A Rothschild be included in the category of
offensive trades, so that proceedings can be taken under the Nuisances'
Removal Act, this nuisance will probably remain unabated
The re-burning of animal charcoal in some factories is not conducted
in a satisfactory manner, inasmuch as the offensive vapours which are
given off during the process, are felt at some distance from the factories
The two factories which have been complained of, are situate within a short
distance of each other, the one being in Back Church Lane, the other in
Rupert Street
Before my next Quarterly Report is presented to the Board, I hope to
be able to report that not only has the nuisance from both those premises
been abated, but also that from the malt-roasting premises of Mr Walmsley
in Booth Street, and of Messrs French and Jupp in Bell Lane
Cow Houses
There are 23 cow-houses in this district, which, as estimated by their
cubic contents (allowing 1000 cubic feet to each cow) are adapted to contain
252 cows All of these premises have been recently visited by the
Sanitary Officers, and wherever the drainage and cleanliness of the premises
were found to be in an unsatisfactory condition, notices were served upon the
respective owners to remedy the defects
At the Petty Sessions held in this district in October, 1866, the
magistrates acted upon the recommendation of your Board to limit the
number of cows in each shed according to its cubic dimensions, and the
bench granted the license to each applicant upon the condition that 1000
cubic feet should be given to each cow After the applicant had obtained
his license, the following notice was sent to him by the Clerk to your
Board
