Water Supply
Since my last Quarterly Report eight additional water waste preventers
have been erected There are now thirty-three in the District The following
are the localities in which a water waste preventer has been fixed:
Osborn Court, Garden Place, Pool's Place,
Swan Court, Well's Yard, New Court, George Yd
Neatsby Court, Dinah's Buildings, Crown Ct , Wentwth St
Pratt's Alley, Hobson's Court, Hobson's Place,
New Ct , Little Pearl St , Trumpet Court, Johns'Place,
Norwich Court, New Square, Montague Court,
Jones Buildings, Inkhorn Court, Angel Alley,
Providence Court, Caroline Place, Tewksbury Buildings,
Marlborough Court, White Bear Court, Green Dragon Yard,
Queen's Place, Haye's Court, Miller's Court,
Jacob's Court, Vine Yard, Horn's Buildings
Thirty of the above Courts are supplied by the East London Water Company,
and three by the New River Company The East London Company
is willing to supply all the Courts with water direct from the main, but the
New River Company make so many objections to the use of the water waste
preventers, that landlords cannot make similar arrangements with that Company
as with the East London If the two Companies were to act in a similarly
liberal spirit, as regards the supplying of water on high pressure to the poor
localities, the constant supply would soon be general throughout the District,
and the butts and cisterns, which, for the most part, are unfitted for the purpose
of storing water for the poor, would no longer be used
I have been in frequent communication with the New River Company
upon the subject of substituting water waste preventers for the receptacles
now in use, and I was in hopes that the objections against the erection of
these machines had been overcome; but, from the fact of there being only
three of them in this District which are supplied by the New River Company
against thirty supplied by the East London, it would appear that the former
Company is determined to oppose the general use of these machines It is
true, that if four-fifths of the landlords or tenants of those houses supplied
by the same main were to memorialize the Company they could compel them
to provide a constant supply; but the owners of property in poor neighbourhoods
are, for the most part, unwilling to incur expense or trouble in such a
matter; and unless the Company will facilitate the adoption of water waste
preventers, it will be difficult for the local Boards to get them erected
It is certainly very discouraging to the Sanitary Officers of your Board
to find that their efforts to obtain for the poor a better mode of supply of
water are frustrated by the New River Company Some of the landlords
are willing to erect water waste preventers, but the Company refuse to supply
them with water except under certain absurd restrictions which cannot be
complied with
