Fertilizers and
Feeding Stuffs
Act, 1926
Yet another fresh duty has been vested in the new London
Borough, namely the implementation of the Fertilizers and
Feeding Stuffs Act, 1926 promulgated to require the satisfactory
labelling or notification of the chemical constituents of the
defined gardening requisites in order that purchasers may
know what they are buying.
The Chief and Deputy Chief Public Health Inspectors and
two Specialist Public Health Inspectors are designated officers
for these purposes and they made inspections and took two
samples during the reviewyear, both of which were satisfactory
It is hoped that improvements in these investigatory fields will
be obtained with the recent staff accretion.
Factories and
Workshops
The local authority is clothed with powers to supervise the
sanitary circumstances obtaining in factories and workshops
but only in regard to the provision of sanitary conveniences,
suitable, sufficient and satisfactory; affording separate use
for the sexes and in accordance with the provisions of the
Regulations made under Section 11(2) of the Factories Act,
1961. This Statute also enables the authority to supervise
through the Public Health Inspectors the sanitary conditions
in which outwork is done in domestic dwellings, particularly
with a view of preventing the spread of infectious diseases.

adapting which would be uneconomical to perform in a factory,
especially appendages to clothing such as belts, fasteners,
buckles etc. which provide them with an opportunity to augment
the family income where she is prevented from working in, or
unable to go to, the factory. Twice yearly visits of inspection
are made and in general the conditions were found to be very
good in the 197 premises under supervision.
Details of the administration of the Act are contained in
Appendix 27.
Offices, Shops
and Railway
Premises Act,
1963
This Statute imposes a duty on the occupiers of defined
premises to provide adequate means for preserving the safety,
health and welfare of the persons employed in such premises.
The Act, which came into force on May 1st, 1964 required the
occupiers to register controlled premises by a specified date
and thereafter routine inspection of the premises was undertaken
by one Inspector, later augmented by the Inspectors in
general. It is regretted that the whole of the area was not
completed within the period under review but the figures for
1965 indicate a marked improvement on those for 1964. There
were 45 additional premises registered during the year making
