nusery and the home, emphasis has sometimes been laid on
the educational advantage to the child in the nursery. If the
quality of this aspect of nursery life is reduced it is more than
ever clear that it is our duty to recognise that the nursery is,
in certain circumstances, an unavoidable substitute for the
home and not a superior institution to which we should
encourage mothers to send their children, as providing something
especially beneficial which the normal child in a normal
home is unlucky enough to miss.
The following table shows the daily average and the
highest daily average of attendances at the Day Nurseries
during the year:—
