failures occur in both the 21" rising mains. This was refused by the County
Council and the Minister of Housing and Local Government following
a private inquiry. Admittedly it is a remote contingency the Council wish
to guard against, but should both rising mains be put out of action at the
same time nothing can prevent sewage flooding the grounds of houses in
Buckhurst Avenue and subsequently finding its way into the river.
The following sewerage works were undertaken during the year: a new
short length of surface sewer in Strawberry Lane in connection with
development in Denmark Gardens and Strawberry Lane—a short length of
new soil sewer in Farm Road in connection with private development—
reconstruction of a short length of deep soil sewer in Blakehall Road which
had collapsed, additional manholes being provided whilst the work was in
progress—new surface soakaways constructed in Woodmansterne Road,
Gordon Road, Furzedown Road and Beddington Gardens.
The usual routine clearing and inspection of soil and surface water
sewers, maintenance of soakaways and replacement as necessary of gulley
gratings and frames, manhole covers and frames have been carried out.
Four hundred and thirty-six drainage obstructions affecting 1,054
houses were dealt with during the year.
Rivers and Streams
Reference was made in last year's report to the improvement scheme
being carried out on the River Wandle by the Surrey County Council which
commenced at the County boundary and proceeded up river. Work
started in the Carshalton reach during the year on the regrading and realignment
of that part of the river located in this district. Another short
length of walling has been constructed to the bank of the canal in The
Grove.
Closet Accommodation
All dwellings have water closets drained to the public sewers except
13 which have cesspool drainage.
Public Cleansing
No changes have been made in the method of refuse collection which
provides for a weekly collection of domestic refuse and incineration in the
Council's destructor. The separate trade refuse collection service introduced
in the previous year was continued.
Approval has been given to the construction of a new paper baling
shed which it is hoped to commence shortly.
The salvage of saleable commodities such as paper, tins, metals, bottles
and jars was continued.
Destructor clinker has been tipped at the Council's tip in Carshalton
Road, Woodmansterne. Screenings surplus to requirements have been
disposed of to a private contractor.
Sanitary Inspection
The following information supplied by the Chief Public Health Inspector
under Article 25 of the Public Health Officers' Regulations, 1959,
indicates the action taken in sanitary inspection during the year.
