Shops Act, 1950
There are 521 shop premises on the register and 2812 inspections
were made during the year.
Preliminary notices were served with regard to thirty infringements.
Local Authorities are still awaiting the amending legislation after
the presentation of the Powers report.
Heating Appliances (Fireguards) Regulations, 1953
These regulations came into force on the 1st October and require
that fireguards be fitted to gas fires, electric fires and oil heaters of types
so designed that they are suitable for domestic use and so constructed
that, without a guard, there is a likelihood of injury by burning or of
ignition of clothing by reason of contact with or proximity to the heating
element or flame. Standards were prescribed to which guards must
comply and these came into force on October 1st, 1954.
Twenty-six inspections were made for purposes of the Regulations
and several tests were made. Four electric fires were found not to comply
with the standards and were taken off sale.
Some difficulty and objection on the part of the retailers arose from
the fact that electric fires are not fitted with plugs before sale and one
of the tests involves the use of the fire for half an hour, thus consuming
clectric current and, not least, that the latter test results in discolouration
of the heating element and the insulator, thus converting the
appliance in effect into a second-hand article.
