ton district. The Churchyard adjoining the Carshalton Parish
Church continues to be used for burials, but this is mainly for the
re-opening of existing graves.
Negotiations for the establishment of a crematorium at Lower
Morden to serve the districts of the Battersea Metropolitan Borough
Council, Wimbledon Borough, Sutton and Cheam Borough, and that
covered by the Carshalton and Merton and Morden Joint Cemetery
Board, have continued. A conference of local interested parties was
held in May, when the question of the creation of a Joint Board to
administer the proposed crematorium was again discussed. At that
meeting the Board agreed in principle to the constitution of a Joint
Board (if necessary, by promoting special legislation) constituting
representatives of the Battersea Borough Council, the Sutton and
Cheam Borough Council and the Carshalton and Merton and Morden
Joint Cemetery Board. It is recognised that some time must elapse
before a building can be provided, but, nevertheless, necessary steps
preparatory to the constitution of a Joint Board are proceeding.
Modern mortuary facilities with provision for post-mortem
examinations are provided at the Council's Mill Lane Mortuary.
During the year 64 bodies were received into the mortuary, on all of
which autopsies were performed.
National Assistance Act—Section 50.
The Council was responsible for three burials under Section 50
of the National Assistance Act, 1948.
Establishments for Massage and Special Treatment.
There was no change in the number of establishments, viz.:
eight licensed under Part IV of the Surrey County Council Act, 1931,
which were inspected during the year. All were found to comply
with the statutory requirements. Six were used for the practice of
chiropody and two for massage, etc.
Employment Agencies.
Two employment agencies licensed by the County Council were
visited and found to be satisfactory.
Barbers and Hairdressers.
In September the Common Seal of the Council was affixed to
Byelaws made by the Council pursuant to Section 125 of the Surrey
County Council Act, 1936, for the purpose of securing the cleanliness
of any premises in the Urban District of Carshalton used for the
purpose of carrying on the business of a hairdresser or barber and of
the instruments, towels and materials used in such premises. These
were confirmed by the Minister of Health in November and came into
force on 1st January, 1951.
