by a working-class population of the lower wage-earning groups.
The families occupying the higher rated houses are mostly to be
found in the south, where dwellings are planned on an average
at a lower density.
In considering the statistics of the various wards, it is helpful
to have some indication of the social conditions existing in the
different parts of the district. An attempt has been made to provide
this indication by ascertaining as near as possible the average
residential rateable value per dwelling and the residential rateable
value per head of population in each ward. With the co-operation
of the Accountant, an analysis of the rating lists has been made,
and by the exclusion of the major non-residential properties, a
figure of £398,873 at June, 1937, out of a total rateable value for
the district of £437,572 at that date, was obtained. Approximately
93 per cent. of this sum of £398,873 represents the rateable value
of dwellings, the remaining 7 per cent. being represented mostly
by shops, some of which are combined with dwellings. Ward
figures, therefore, based on this sum, although rather higher, very
closely approximate the actual residential rateable value in each
case. In order to eliminate the effect of the paucity of shop property
in the St. Helier South ward, the three St. Helier's Wards have been grouped together.
