Certificates of Disrepair
There has been a further reduction during the year in the number of applications for
certificates of disrepair under the Rent Act, 1957. It is perhaps appropriate to examine this
matter and to seek for the reasons for the reduction.
The original spate of applications was brought about by the proposed rent increase permitted
by the Act.
It can be assumed that the applications were prompted because tenants were determined
either
(1) where the house was not in a reasonable condition no increase in rent would be paid
until certain repairs were done, or
