Many problems, both of organisation and of development of the health services for
which the Council is statutorily responsible, remain to be solved. But each year some
fresh progress is recorded in these reports. To the Committees who gave such encouraging
support, and to the staff whose loyal service enabled so many difficulties to be overcome,
I owe my deepest thanks. That debt of gratitude I gladly acknowledge.
