CLEAN AIR ACT, 1956 - BLACK AREAS
In June, 1962, the Minister of Housing and Local Government stated
that in view of the density of residential property in the Borough and its
nearness to London, the Borough of Sutton and Cheam should be regarded
as a "Black Area" for the purposes of Circular No. 4/62.
In September, 1962, it was agreed in principle to a scheme submitted
by the Chief Public Health Inspector for the creation and administration
of a proposed area to be known as No. 1 Smoke Control Area.
It is expected that the whole Borough should become smoke controlled
in about twelve years, according to the progress made.
The initial survey of properties in the No. 1 Smoke Control Area will,
it is hoped, commence early in 1963. In this connection a technical
assistant has been appointed to assist in the fcrmulation of the scheme.
