During the first ten weeks of 1963 the weather was exceptionally cold, and
hard and continuous frost soon demonstrated the deficiencies of the plumbing
systems in homes and buildings everywhere. Particular difficulty occurred in
the older schools of the Borough, where outside sanitation became unusable and
emergency arrangements had to be made whereby staff sanitation or other systems
could be used to prevent the schools having to be closed Middlesex County
Council was requested to speed the programme of modernising sanitary arrangements
and to arrange for special heating of outside sanitary blocks so long as they
continued to exist.
