Conclusion
In the conclusion to the report on the work of the
environmental health section for 1970, I stated that the
creation of the senior specialist public health inspectors
provided the framework to build an efficient team. I am
still satisfied that the limited specialist teams are necessary
and can provide the answer to a positive environmental
control. However the acute shortage of staff experienced
throughout the year has created an unnecessary and
abnormal work load for the remaining staff with the result
that a lot of work has not received attention. This has
meant that the inhabitants and visitors of the borough have
not received the protection which they have a right to
expect and the council has a duty to provide.
I wish to record my thanks to the public health
inspectors, technical assistants, administrative and clerical
staff without whose whole-hearted co-operation the section
could not have functioned. In particular I would mention
Mr. Bell, the Deputy Chief Public Health Inspector who
remained in office throughout the year but had
submitted his resignation and is due to retire on 10th
January, 1972. His knowledge and encouragement were of
great assistance to me.
