cope with the amount of available work, rather than the
reluctance of landlords to give them instructions. With
plenty of available work, builders tend to deal with the
most lucrative or congenial and works under notices are
mostly not in these categories.
The position was considered of persons, who, because
of their urgent need for accommodation, had entered into
agreements or leases, often at very high rents under which
they were responsible for all repairs. When the Housing
Bill was before Parliament the Council made representations
to the Minister of Housing and Local Government
and secured the help of the Member for Feltham to amend
the Bill to give the protection it afforded to those who
had entered into agreements of leases before the 16th
February, 1961, the date provided, but without success.
