The Council's programme for extending Smoke Control throughout the Borough by 1976 was
affected by the financial restrictions imposed by the Government. As a result only one Smoke Control
Area was declared during the year, instead of four which were planned. It is hoped that later it will be
possible to make up the leeway as there is growing evidence of the welcome acceptance by the public of
smoke control.

The borough includes areas of high, medium and low density housing and areas of industrial
development, but air pollution from one type of area tends to spread to surrounding areas. The
measures to reduce smoke from domestic and industrial services are working well.
The position with regard to emissions of dust and grit is not so favourable and the proposed new
Regulations are not helpful as they apply only to boiler and furnace emissions and not to dust and grit
from other processes, e.g. coal depots, roadstone works, etc.
Standards for the emission of noxious and dangerous vapours, such as the exhaust from dry
cleaning machinery using perchlorethylene, are also required.
Details of the steps taken to deal with atmospheric pollution in the borough are set out below
under various headings.
