MULTIPLE OCCUPATION
Multiple occupation is still a problem. During the year the Council's policy to control the problem
was implemented. Direction Orders have been served, where applicable, on the 3 and 4 bedroomed
type of dwellings found in multiple occupation, and facilities, as required by Section 15 of the Housing
Act, 1961, have been requested in those houses where it has been appropriate to require them. In
addition, when fire precautions are needed, the Building Control Section of the Engineer and Surveyor's
Department makes recommendations to ensure compliance with Section 16 of the Housing Act, 1961.
This requires houses in multiple occupation to be provided with proper means of escape in case of fire.
The forwarding of addresses of long-stay immigrants arriving in this country is of some assistance
as a means of controlling multiple occupation. These persons are visited at the addresses given, and when
multiple occupation is discovered, the necessary measures are put into operation.
The number of houses known to be in multiple occupation is slightly less than last year, although
34 new cases were discovered, which required Direction Orders. The reason is because quite a number
of houses previously in multiple occupation have, since the service of Direction Orders, reverted to
single family occupation.
Requisitions for Information are still sent out at intervals of four months to occupiers of houses on
which Direction Orders have been served and re-inspections are made to verify the information given.
During the year three contraventions were discovered, which resulted in prosecutions in the Magistrates
Court.
