Legal proceedings were instituted in 10 cases, eight being prosecutions under Section 2 of the Food
and Drugs Act 1955 (Food not of the nature, substance or quality demanded), one under Section 8
(Food unfit for human consumption) and one under the Milk and Dairies (General) Regulations 1959
(using a dirty bottle for milk). Convictions were obtained in each case and the total amount of fines
and costs imposed was £164 2s. 6d. Bakery products once again were the largest source of complaints,
both for foreign bodies and mould.
FOOD HYGIENE
There are 1,377 food premises in the borough. The consequences of any break-down in hygiene
were amply illustrated by the cases of food poisoning which occurred during the year.
The risk of break-down is increased by staff shortages, the congestion of premises due to increased
trade and the lack of properly trained staff. While automation of the food trade is generally increasing
there is, in many cases, an alarming lack of knowledge of the routine cleansing that such equipment
requires. Many managements show lack of knowledge about suitable materials, finishes etc., available
for use. Science is constantly providing the trade with the answer to many of its handling and cleaning
problems and it is unfortunate that manufacturers are not more successful in bringing their products
to the attention of those concerned.
New Premises
The considerable expansion and redevelopment taking place affords an excellent opportunity for
ensuring that premises are constructed to the highest possible standards. All plans involving the construction
or alteration of food premises are closely scrutinised and advice given on compliance with the
various regulations.
During the year 60 plans were submitted and many improvements in design, layout and equipment
were obtained after discussion with architects and their clients.
