Moveable Dwellings.
An owner of land within the Borough, holds a licence, renewable
annually, permitting him to stand two caravans on the land.
Satisfactory provision is made for the disposal of household
refuse, use of sanitary conveniences and main water supply.
Withdrawal of Closing Order.
A Closing Order was made on the 13th February, 1940, on the
basement premises of 23, Park Road.
The works necessary to render the basement fit for habitation
was carried out during the year and the Closing Order has been
determined.
Housing Act, 1936. Section 25. (Power to declare an Area to be
a Clearance Area).
During 1954, the six properties included in the Richmond
(Surrey) (California Cottages) and (Berridges Cottages) Clearance
Orders, 1953, were demolished.
On the 30th August, 1954, the Housing Repairs and Rents Act
1954, came into operation, and local authorities are required, under
the provisions of Part I of the Act, to submit to the Minister within
one year, proposals for dealing with houses which should be included
in Clearance Areas.
A preliminary survey of houses unfit for human habitation was
carried out during the year, and a report was made to the Council
showing the number of properties recommended for action under the
provisions of the principal Act.
Housing Repairs and Rents Act, 1954.
Part II of the Housing Repairs and Rents Act 1954, allows a
"repair increase" of the rents of controlled houses, given certain
conditions, and under Section 26, power is given to the local authority
to grant certificates of disrepair if a house is not in good repair or is
unsuitable for occupation having regard to the standard laid down
in the Act. The granting of a certificate of disrepair by the local
authority must be preceded by an application from the tenant after
the landlord has claimed a repairs increase in rent.
To the end of the year 17 applications had been received and in
each case a certificate of disrepair was granted.
