J. Black acted most ably as Chief Clerk during the first quarter
of the year when the vacancy was filled by the appointment of
Mr. B. Lamacraft.
1 am grateful to the Council for agreeing to a staff establishment
which has proved adequate, and for the support I have received
from all Committees with which I have been concerned.
