of the Borough of Richmond (Surrey).
Ladies and Gentlemen,
I have the honour to submit my Annual Report on the Health
and Sanitary condition of the Borough for the year ended December
31st, 1939.
The Minister of Health suggested in a Circular issued in
February last that reports should be curtailed and in a further
circular issued in July has stated that "in view of the increasing
pressure of work in the Public Health Departments of Local
Authorities and the need for strict economy in the use of paper the
Minister considers that interim reports only should be made for the
year 1939." Arrangements are to be made for the careful preservation
of all records in order that after the termination of the war a Report
could be made dealing more fully with the period from the beginning
of 1939 to the end of the last complete year.
This has been done and the report confined mainly to
important statistics.
The report shows that the Health of the Borough in the year
under review was good, an outstanding feature being the Infantile
Mortality Rate. This was the lowest on record viz: 25 per thousand
births as compared with a rate of 50 per thousand births for England
and Wales.
