The Report is drawn up according to the directions contained
in circular 1561 issued by the Ministry of Health in October, 1936
and is what is known as an Ordinary Report.
The Birth Rate throughout England and Wales for 1936 is
14.8 while the rate in Richmond is only 10.7 per 1,000 of the

with 59 per 1,000 births in England and Wales. The rate is
higher than usual and is discussed in more detail later in this
Report.
