I am glad to report that the Council's forthright action in dealing
with cases of exploitation of tenants of houses in multiple occupation has
had the desired effect. Bad treatment and unjust evictions ceased as did
the spread of this type of occupation. It does appear that the 'bad' news
that they were unwelcome in Chingford reached the ears of that minority of
rapacious landlords who were so heartlessly exploiting the housing shortage.
The Cleansing Section had a most difficult year because of shortage
of suitable labour in the Borough. Many of our staff are recruited from
Walthamstow and Leyton, and the amalgamation may ease the situation by
introducing a greater degree of flexibility of labour movement. In the
circumstances, the meagre available force did a fine job under the excellent
leadership of the resourceful Mr. Cannon, my Assistant Superintendent.
In conclusion, and on behalf of all my staff, I wish to thank the
Council, the Public Health Committee and its Chairman in particular, for
the whole-hearted support they gave us during my term of office. Also the
officers of the Council from the Town Clerk and the Medical Officer of Health
down to the office juniors whose full co-operation we enjoyed in every one
of our joint operations. Finally, I wish to record my sincere and grateful
thanks to my own staff for their loyalty and hard work. I know we were a
happy team, and I think that we can also claim to have been successful in
our endeavours to serve well the people of Chingford.
