ANNUAL REPORT
FOR THE YEAR 1949
To the Mayor, Aldermen and Councillors of the
Chingford Corporation.
Mr. Mayor, Aldermen and Councillors,
I have pleasure in submitting my Annual Report for the year
1949 upon the health and sanitary circumstances of the Borough.
A further fall in the birth rate has taken place during the year,
the rate being 14.1 per thousand (in 1948 the rate was 15.9). This
further reduction is, like that of 1948, associated with a general
reduction throughout England and Wales as a whole.
The death rate rose from 7.3 per thousand in 1948 to 8.3 in
1949.
The infant mortality rate, i.e., the number of deaths of infants
under one year per thousand live births, was 24.9 (in 1948 it was
21.5), the rate for England and Wales being 32.
Of the more common infectious diseases, Scarlet Fever and
Measles both showed a rise in incidence, the number of cases being
105 and 499 respectively.
During the latter half of the year several outbreaks of food
poisoning, affecting a school in the Borough, occurred. In .all, 24
adults and 80 children were affected. A report of these outbreaks
is given in the text.

Department and to Mr. J. F. Rogers, Chief Sanitary Inspector, for
their assistance to me during the year. . . .
