The number of milk bottles which were salved at the works
again increased, being 51,840, as against 44,352 in the previous
year. Here, at least, it is clear that the number of such bottles
either thrown into dustbins or left lying about in the streets
definitely increases with the growth in population.
On the 1st April, 1938, the Council instituted a new system
for the collection of trade refuse charges, in lieu of the sale of
tickets. This merely consisted of the assessment at the commence'
ment of each quarter of the number of bins to be collected, when
an account was sent to each trader participating in the scheme; the
rate remained the same as in previous years, namely 3d. per bin.
Accounts were amended for each succeeding quarter in accordance
with the actual number of bins collected.
