(b) Methods.—Spraying with a contact insecticide is the
general rule, following the removal of architraves, skirtings and
picture rails. Papered rooms are stripped. In severe cases the
rooms are also fumigated with sulphur dioxide gas.
(c) Inspectional Methods.—Before any tenant moves into
a council house the house and belongings are thoroughly
inspected by a Sanitary Inspector, as is also the Council house
into which the family is to move.
(d) Disinfestation.—Normal fumigation and spraying is
carried out by workmen under the direction of the Sanitary
Inspectors, but in exceptional cases the local authority instruct
a contractor to fumigate with Hydrogen Cyanide. No case of
this nature occurred during the year under review. Precautions
are observed as outlined in the Ministry of Health Circular 1497.
Except in necessitous circumstances, a charge is made for
disinfestation carried out by or at the request of the local
authority.
In one instance, the furniture of one house was fumigated
with Hydrogen Cyanide prior to a tenant going into a Council
house.
PREMISES AND OCCUPATIONS WHICH CAN BE
CONTROLLED BY BYELAWS OR REGULATIONS.
Offensive Trade Premises.
The offensive trade premises on the register number 8, being
one fat extractor and seven fish fryers. The licences in connection
with three of the latter-mentioned trades are subject to
annual renewal. Offensive trades are controlled by Byelaws
adopted by the Council.
Bakehouses.
There are 8 of these premises within the district, one new
bakehouse having been erected and put into use during the year.
The latter premises differ from the normal type of bakehouse in
that the oven and workroom are visible to the public through a
glass partition. This should have the effect of keeping those
engaged therein alive to the responsibilities attaching to premises
where food is prepared, and the new departure may be regarded,
therefore, as a welcome one. The number of visits paid to bakehouses
was 11.
