Once again it is impossible to publish this report without
some comment on the number of milk bottles which were either
thrown into dustbins or left lying about in the streets. No less
than 44,352 milk bottles were salved at the Works, as against
35,712 in the previous year. The Council is perfectly satisfied
that the thorough cleansing and sterilising process to which
these bottles are subjected after they leave the Works renders
them safe for re-issue to the milk trade, but it must be a matter
of regret that such indiscriminate dumping of bottles is possible
in these enlightened days. It would appear to indicate that there
is something definitely wrong with the milk distribution system
which will permit such a state of affairs, or more possibly it
indicates sheer carelessness on the part of some householders.
Ultimately milk will be packed in non-returnable cartons when
once public opinion has realised that local authorities do safeguard
both the quality and quantity of milk supplied.
