Sanitary Circumstances of the District. 11
from them. They are all incurable and when they cannot be sent to
private institutions, should be cared for by the Guardians of the
Poor. A certain proportion of these children are educable, and,
failing institution, life, should be trained in manual and other exercises.
Half the offences committed against the law are made by
moral imbeciles of both sexes.
FOOD INSPECTION.
Details of the work in connection with the inspection of, and
action taken with regard to, unsound food will be found in the report
of the Sanitary Inspector.
