Clean Air
I am pleased to report that, despite very adverse weather conditions
in the early part of the year, the operation of the existing Smoke Control
Orders has been satisfactorily maintained. During this year No. 4 Area
came into operation on October 1st, the Order for the No. 5 Area was
made in June and confirmed by the Minister in November, with the
operation, October 1st, 1964.
No detailed survey was carried out for the No. 5 Area, as from past
experience in the first four areas where only approximately 50 per cent
of those eligible for grant applied, it was felt that a large amount of
work by the Public Health Inspectors was wasted. Inspections are now
carried out either on request or when an application for grant is
received.
National Health Service Act 1946 Part III Services
(Essex County Council)
An account is given of a scheme by which a Health Visitor attends
at the surgery of a partnership of general practitioners. Illustrations of
Health Visitor/General Practitioner co-operation are recorded and it is
hoped that, despite certain difficulties, this form of close liaison may be
extended.
It is disappointing to relate that little progress was made for the
provision of a modern Health Services Clinic in the Borough. The
County Council agreed in principle that a new clinic should be erected
on the site of the old clinic building in High Road, South Woodford.
During the year the work was given to a private architect, and, at the
time of writing, plans are awaiting Ministerial approval. Unfortunately
it will not now be possible for the clinic to be erected within the lifetime
of the Borough.
I would record appreciation to the Public Health Inspectorate and
Clerical Staff for their loyalty and help.
Finally, my thanks are due to the Chairman and Members of the
Public Health Committee for their continued support and for the interest
which they have shown in the work of the department.
I have the Honour to be,
Mr. Mayor, Ladies and Gentlemen.
Your obedient Servant,
FREDERICK G. BROWN. T.D., M B..
B.Ch., D.P.H.,
Medical Officer of Health.
19th August, 1964.
