Essex County Council Act, 1933
Provision is made in this Act making it necessary to apply to the Local
Authority for permission to place or keep on land moveable dwellings, such
as caravans, etc.
Two applications were made during the year to place caravans on sites
in different parts of the Borough.
The difficulty which young families have to face with regard to housing
accommodation was reflected in the case of the first applicant. He could
not get suitable accommodation for himself, his wife and baby son, so he
resorted to considering the prospect of living in a caravan. The public
Health Committee considered the case carefully and decided to refuse
the application, whereupon he appealed to a Court of Summary Jurisdiction,
which allowed the appeal, subject to the following conditions:—
1. A mains water supply to be provided on the site.
2. An internal chemical closet to be provided.
3. The carrying out of necessary additions, modifications and
repairs.
The second application was withdrawn. This was a case of housing
temporarily an employee of an industrial undertaking. The appointment
was terminated earlier than anticipated, thus the undertaking withdrew
the application.
