house two or more families, and it is difficult to visualise when normal
conditions of one family per house will be resumed.
The cramped condition of some of these houses has to be seen to be
believed, because the young married people purchase furniture for their
own use and squeeze it into the limited accommodation at their disposal.
Cases have been known when it has been difficult for a small child to
even crawl about the floor because of lack of space.
The standard laid down in the Housing Act does not draw attention
to the conditions mentioned above because of the fact that all living rooms
have to be taken into consideration when investigating cases of overcrowding.
