RIDING ESTABLISHMENT ACT, 1939
The annual report of the veterinary officer is as follows:
"Report of the Inspection of Riding Establishments for the
year ended 31st December, 1956.
Quarterly inspection of the riding schools in the district of
your authority have been made during the year under review—
on the lines of the previous years—and generally speaking, the
conditions are satisfactory.
When this work originally commenced there were three
riding schools. A further one was established during the previous
year and, during the last quarter of the year under review, it
was found that a further riding school at Chigwell Row had
been in existence for some time past without knowledge of the
authority. This establishment has since been included in the
normal routine visits which are made—within the quarters of
each year—at irregular periods and times to maintain the
element of "surprise visits." Five riding schools are now thus
regularly visited.
There is no obligation under the Riding Establishment Act for
owners to notify the local authority of their existence and it
would assist if members of the public would notify the Council
of any such stables which may be opened in order that they
may be suitably supervised.
In this connection, it is of interest to record that a private
members Bill is prepared for presentation to Parliament, when
the opportunity is ripe, requiring all occupiers of the riding
establishments to register their premises with the Local
Authority. It is to be hoped that such an enactment may eventually
be placed upon the Statute Book.
Below is set out a list of the premises included in the routine
inspections together with the average number of horses kept
on in the stables.
Yours faithfully,
(signed) H. E. BYWATER."
