To the Chairman and Members of the Heston and Isleworth
Urban District Education Committee.
Ladies and Gentlemen,
Owing to Dr. Strain's absence with His Majesty's Forces in
France, I have the honour to present the Report of the School
Medical Officer for 1915.
Acting on the instructions of the Board of Education, I have
cut down the Report very considerably, but, in spite of this, I
hope that the Committee will recognize that the work of the
Department has been carried on very much as before.
The Clinics for Defective Vision and the X-Ray Treatment
of Ringworm that were established last summer, have resulted in
a large number of both classes being treated and remedied, and
in a consequent gain in the matter of school attendance.
Beyond this, however, my year's experience compels me to
endorse your Medical Officer's opinion as to the necessity for a
further development in the direction of the treatment of minor
ailments, and also for the establishment of a class or classes for
dull and backward children.
In presenting this Report, I beg to express my indebtedness
to Mr. Lloyd, Chief Clerk of the Health Department, for the
great assistance which he has at all times unstintedly given me
in many matters in which I was inexperienced when you appointed
me as Deputy for Dr. Strain.
