Legal Proceedings.
An application was received for a licence to keep a Pet Shop at
premises within the Borough. The premises were inspected, and the
Health Committee, after considering a report thereon, refused to grant
a licence. The applicant appealed to the Court against the Council's
decision, and the Court dismissed the appeal.
HEATING APPLIANCES (FIREGUARDS) ACT, 1952.
During 1958, 12 visits were made in connection with the Act and 34
appliances were examined and the prescribed tests applied. 28 appliances
were found not to conform to the standards laid down and were either
modified or withdrawn from sale.
CLEAN AIR ACT, 1956.
During the year 1958 40 complaints were received with regard to
smoke or grit emission, and the necessary observations were made and
remedial action taken. 286 visits of inspection were made in connection
with these complaints, and to boiler houses situated in industrial
premises.
There was during the year a continued improvement with regard to
the emission of smoke from industrial installations in the town. This, I
think, is due to the provisions of the Clean Air Act 1956, and to the cooperation
of the firms concerned. Conversion from solid fuel to oil
burning has taken place in several premises, and the operation of solid
fuel furnaces at a Power Station ceased during the year.
"Prior approval" was given to the installation of a new oil fired
boiler installation at industrial premises, and to the conversion of two
existing coal fired boilers to oil burning. The work was in progress at
the end of the year, and it is anticipated that when completed the new
plant will efficiently replace equipment which has from time to time
caused a nuisance from smoke and grit.
During 1958 two standard deposit gauges and two lead peroxide
instruments were sited, one of each at Wimbledon Cemetery and at
Cannizaro Nursery. These two sites were approved by the Department of
Scientific and Industrial Research and recordings were commenced on
the 1st April, 1958.
After exposure for one month, the collecting jars and lead peroxide
candles are sent to the Public Analyst for examination. When the results
are received, a copy of each is sent to the Department of Scientific and
Industrial Research for publication in the Atmospheric Pollution
Bulletin, together with the results of observations by 415 Local
Authorities and other Organisations.
