I am indebted to Mr. Taylor, the Senior Clerk, for the
help which I have received from him in the preparation of
this report, and especially for the care with which he has
drawn up the statistical tables.
I should like to take this opportunity of expressing my
gratitude to the staff for the loyal and efficient way in which
