WELFARE SERVICES
Mr. W. E. Boyce, County Welfare Officer, kindly contributes
the following: -
"The statistics set out below show the extent to which the
main services provided by the County Welfare Committee under
the National Assistance Act, 1948, have been provided to
persons residing within the Borough of Walthamstow during the
year 1959: -
(1) RESIDENTIAL AND TEMPORARY ACCOMMODATION
(a) The number of residents from the Borough of
Walthamstow in residential accommodation provided
by or on behalf of the County Council on the
31st December, 1959, was 175 (men 67, women 108),
of whom 36 men and 41 women were admitted during
1959.
(b) Admitted to temporary accommodation:
Nine cases involving: men
women 4
children 11
(2) DEAF AND DUMB AND OTHER HANDICAPPED CLASSES
The Welfare Committee has continued to develop the welfare
services for permanently and substantially handicapped persons
other than blind (about whom reference is made below) as
provided for under Section 29 of the National Assistance Act,
1948, and now employ special field officers for this purpose.
In addition to direct provision, such as special equipment on
loan, grants towards the cost of structural alterations to
meet special needs and assistance with holidays - under expert
supervision - the fullest co-operation has been continued with
specialised organisations in this field of welfare service,
many of these bodies acting as the Council's agents in this
connection. The register of handicapped persons, maintained by
the Department, contained the names of 118 residents of the
Borough at 31st December, 1959.
(3) BLIND PERSONS
The number of registered blind, partially sighted and
defective sighted persons resident in the Borough on the
31st December, 1959, was as follows:-
(a) Registered blind 245
(b) Partially sighted 71
(c) Defective sighted 20
