(2) Blind Persons.
Number of blind persons in the Borough:—
(i) Registered as blind 219
(ii) Partially sighted 30
(iii) Defective sight 31
all of whom are under the supervision of Home Teachers and
seven participate in the Home Workers' Scheme operated
through the agency of the London Society for Teaching and
Training the Blind.
"In addition, two blind persons are employed in the
Workshops for the Blind and during the year four were placed
in employment (open industry), the total number of Walthamstow
residents so employed now being 17.
"In one instance only during the year did it become
necessary for the Borough to make application under section 47
of the National Assistance Act, 1948, for the removal of an
aged person to suitable accommodation. The order was made
but the actual admission did not take place until early 1951.
The person concerned would not voluntarily undertake to go
into a residential home and the necessity to take Court action
was for the reason only of securing for the person the care
and attention needed."
