The percentage of Walthamstow residents admitted to Thorpe
Coombe prior to the appointed day was of the order of 98—99.
In 1949 it fell to 88.4 and in 1950, to 77.
6. Aged and Chronic Sick—Section 28/47 National Assistance
Act, 1948
During the year it has been found necessary to visit an increasing
number of persons with a view to the possible operation of
Section 47 of the National Assistance Act, 1948. Most of these
persons were sick and more often than not found to have no bed
linen of any kind. In only one case had definite action under
Section 47 to be initiated, the Court Order being finally obtained
in the current year and renewed at the expiration of three months.
Under the Local Health Authority proposals in regard to
Section 28 of the National Health Act, 1946, it is possible to provide
bed and bedding only in cases of tuberculosis. Provision of bed
linen and clothing in cases coming within the purview of Section 47
of the National Assistance Act is mainly one of a financial nature
and would appear, therefore, to be the responsibility of the
National Assistance Board.
It is gratifying to note that the Board has discretionary powers
which enables it in certain cases to consider applications for grants
in respect of bedding, bed linen, blankets, etc. The local Area
Officer—Miss C. M. Burslam— has been most co-operative in this
respect.

There were no cancellations, refusals or appeals.
10 inspections were made by the medical staff. No difficulties
in regard to supervision arose.
Routine enquiries are made with regard to unregistered homes.

No new licences to practice chiropody were granted, and none
lapsed.
