The general trend is steadily downwards and it will be seen .
that the 1946 Infant Mortality rate was only bettered once, in
1939 ; the Stillbirth rate three times, in 1944, 1941 and 1940;
and the Neo-Natal Death rate three times in 1936, 1938 and 1939.
CARE OF ILLEGITIMATE CHILDREN
The action taken under Circular 2866/1944 is fully set out
in the report for that year. The Council has an agreement with
the Walthamstow Girls' Aid Association, which provides a hostel
of 19 beds staffed by three whole-time workers.
The chief difficulties during 1946 were again to secure accommodation
for confinements and suitable foster mothers. The 'local
Day Nurseries helped very considerably.
Every possible step has, as in previous years, been taken to
ensure that the care of illegitimate children does not fall below
that given to children who are legitimate. The figures quoted
