(c) These cases have been deferred rehousing for various
reasons. For example, a certain number are not prepared
to accept alternative accommodation, preferring
to remain in their existing circumstances pending
obtaining their own accommodation; alternatively,
natural abatement of overcrowding which is anticipated
due to marriage, etc. In other cases it had
been felt that the overcrowding had been caused
unreasonably and the bona fides of the cases were not
altogether satisfactory.
"A number of cases remain on the schedule who require acoommodation
under the re-housing standards, as laid down in the Act,
and are scheduled herewith: —
1 requiring 1 bedroom type house.

"Abatement of overcrowding has been greatly facilitated
during the year by rigidly adhering to the policy of the Council,
which is to allocate every possible vacancy, primarily to re-house
persons living in scheduled areas under the 1936 Act, alternatively
where such accommodation has not been appropriate to the family
concerned, it has been offered to a case appearing on the overcrowding
schedule. Consideration has next been given to cases
recommended by the Medical Officer of Health on medical grounds,
and finally where accommodation is not appropriate to any cases
aforesaid, to any applicant who registered prior to December, 1933.
"It will be observed from the foregoing table that the requirements
are in the nature of multi-bedroom type houses rather than
the normal three-bedroom type.
"Proposals are already before the Ministry for the erection of a
further 74 houses on the remaining portion of the Millfield Avenue
site, and 14 on the remaining portion of the Essex Hall site.
"I think it could rightly be claimed, having regard to the
progress made in the abatement of overcrowding during the past
year that the position could be considered reasonably satisfactory,
as it will be seen that of the 753 scheduled oases, only 273 remain
to be dealt with.
