TO THE CHAIRMAN AND MEMBERS OF THE
PUBLIC HEALTH COMMITTEE.
Ladies and Gentlemen,
I beg to present herewith a Report on the work of the Public
Health Department for the year 1933. The Report is given in the
form prescribed by Circular 1346 of the Ministry of Health.
The Report on Maternity and Child Welfare follows as a
separate section.
Again I have to acknowledge the consideration which I have
always experienced at your hands. In particular, your Chairman
has ever been ready to help.
No summary of the Departmental activities would be complete
without reference to the retirement on superannuation of
Miss L. Pratchett who has given your Council faithful and
unstinted service at the Sanatorium since its erection in 1901.
I have to thank Mr. Cunningham for the Section of the
Report dealing with Water, Rivers and Streams, Drainage and
Sewerage and the Housing Statistics.
Mr. West has kindly contributed information on housing and
has left no stone unturned in his efforts to ameliorate the lot of
the tuberculous under the scheme for re-housing on medical
grounds. He has also co-operated in the new scheme for the
abatement of overcrowding in those houses vacated by new tenants
of Council houses.
The Staff of the Department have worked well and have
assisted in the compilation of statistics for the Report.
I would particularly thank Mr. Duncan, Chief Sanitary
Inspector, for his co-operation generally, and his work in
connection with the Housing Act, 1930. The excellent illustrations
of the various clearance areas are produced from photographs
taken by Mr. Duncan for the purpose of the Inquiry. He has
again contributed those Sections of the Report dealing with
Sanitary Inspection of the Area, Inspection of Dwelling Houses,
etc., Inspection and Supervision of Food, Legal Procedure,
Diseases of Animals Acts, Factories and Workshops, etc.
I also wish to express my grateful appreciation of the friendly
co-operation experienced from my professional colleagues who are
in practice in the Borough and the kindness of the Medical
Superintendent of Whipps Cross Hospital in admitting various
cases from the Sanatorium.
