TO THE CHAIRMAN AND MEMBERS OF THE PUBLIC
HEALTH COMMITTEE.
Ladies and Gentlemen,
I beg to present herewith a Report on the work of the Public
Health Department during 1932. The Report is presented as
suggested by Circular 1269 of the Ministry of Health. The Report
on Maternity and Child Welfare work is given as a separate section.
The routine work of the Department again showed an increase
under most headings and, in addition, to the visits recorded by the
Sanitary Staff, a total of 2069 home visits were paid by the Medical
Staff—997 being in respect of Smallpox and Chickenpox.
The Staff of the Department was increased by the appointment
of an additional Junior Clerk.
The Census Returns have been included in detail, together with
additional tables in which I have endeavoured to compare the
various findings of 1931 and 1921, particularly with regard to
housing. It is hoped that by inclusion in this Report these
statistics will be made more easily available when required.
Acknowledgment must again be made of the support I have
invariably received from the Chairman and Members of your Committee
and the co-operation of my colleagues in other Departments.
Mr. Furness has again contributed those sections dealing with the
following matters:—Water, Rivers and Streams, Drainage,
Sewerage and Scavenging, and the New Housing Statistics.
My thanks are also due to the Staff of the Department who
have all worked well and have assisted in the compilation of the
Report.
Mr. Duncan, Chief Sanitary Inspector, has again contributed
the following sections: Closet Accommodation (page 37), Sanitary
Inspection of the Area (pages 38-41), Inspection of Dwelling
Houses (pages 43-45), Inspection and Supervision of Food (pages
46-49 and 51-53), Legal Procedure (page 53), Diseases of Animals
Acts (pages 54-55), Factories and Workshops (pages 55-56).
I have the honour to be,
Your obedient servant,
A. T. W. POWELL,
Medical Officer of Health, etc.
