The County Medical Officer states that samples of milk were
taken in the Borough by the County Food and Drugs Inspector and
submitted to biological examination during 1931 with the following
results:—
29 were found to be free from tubercle bacilli.
5 gave inconclusive results owing to the death of the
guinea-pigs from intercurrent infection.
Your Council during the year supported a resolution made by
another Authority to the effect that all vendors of Ice Cream should
be compulsorily registered, but added that a definite standard of
bacteriological purity should be defined by the Minister of Health.
One important Authority is already presenting a Bill seeking
powers of registration in respect of all premises manufacturing or
selling "processed" food of any kind.
Support was also given to a further resolution by another
Authority urging the Minister of Health to state a definite bacteriological
standard for raw milk.
The Milk and Dairies Order, 1926.
Much attention was again directed to this Order during the
year with a view to minimising the risk of contamination, infection
and alteration of the milk supply to the town and as a result five
summonses under Section 31 (2) of this Order were issued against
offenders.
In addition to the convictions detailed under ' 'Legal Procedure''
the Council issued two warnings to dairymen in connection with
breaches of this Order by their employees.
The Milk and Dairies (Amendment) Act, 1922 (Section 4).
One summons was issued against an employee of a dairy firm
for an offence under this Section, and although no actual sample of
the milk so adulterated was obtained, the Justices imposed a penalty
of 50s. and 6s. costs on the defendant. (See "Legal Procedure.")
The Milk (Special Designations) Order, 1923.
The number of licences granted for the Sale of Milk under
Special Designations classified as in the Fourth Schedule of the above
Order was as follows:—
