Information was laid against an owner of certain land for a
breach of Clause 16 of the Council's Bye-laws as to Tents, Vans,
Sheds, etc.
No pecuniary penalty was obtained, but an Order was made
under Section 43 (3) of the Public Health Act, 1925, prohibiting
the Vans on the land in question.
THE RENT AND MORTGAGE RESTRICTIONS ACTS,
1920-1923.
During the year 25 Certificates were granted to tenants and nine
Certificates have been issued to Owners upon completion of the
scheduled works.
In all cases work, which can be enforced by the Housing Acts,
has been carried out, but the Rent Acts permit of requirements in
excess of those which can be demanded under the Housing Acts and
which cannot be enforced under them. If owners do not fully
comply with scheduled works specified on the Certificates granted to
tenants no Clearance Certificates are issued.
In connection with general repairs to property it is to be regretted
that some Agents and Owners employ men who are least fitted for
such work. This gives rise to a certain amount of unpleasantness,
extra cost and much inconvenience to householders.
If Owners would recognise the extra cost to be borne by ratepayers
due to their unresponsive attitude upon receipt of informal notices,
the necessity of Statutory work costing time and money would be
avoided.
DISEASES OF ANIMALS ACTS, 1894-1928.
(Duties taken over following Incorporation.)
Parasitic Mange.—During the year two cases of Sarcoptic Mange
in horses were notified from one stable. One horse was slaughtered
on the premises, the other was moved under Licence for detention
and treatment.
Two other horses on the same premises were ' 'dressed'' and
segregated.
Disinfection was thoroughly carried out and there has been no
recurrence of the disease.
The Importation of Dogs and Cats Order, 1928.—One dog was
admitted into this area under this Order by Licence of the Ministry
of Agriculture and Fisheries.
