FOOD AND DRUGS ACTS.
The above Acts are administered by the County, and
Mr. H. C. Card, the Chief Inspector, has kindly given
me a return of the number of samples taken, with the
results, which I herewith append—
I913-
"170 samples were purchased in Ilford during the year
ended December 31st, 1913. Of these, 99 were milk, 64
butter, and 7 other samples. Arising out of these samples three
prosecutions for adulterated milk were undertaken, and the
following fines inflicted :— £10 and £8 11s. costs, £5 and 9s.
costs, and £10 and 9s. costs. No proceedings were taken in
the case of one milk slightly below the standard, and no
action taken in respect of an informal sample of quinine wine
which was the subject of report. Three further milk prosecutions
arose, but being for offences just beyond the
borders of Ilford, are not included in this return."

In this way numerous shallow wells have been closed during
the course of the last few years.
During 1913 sixteen verbal notices were received from
the South Essex Waterworks Company of the water being
cut off. The Metropolitan Water Board also give us notice
when they find it necessary.
Practically all these cessations of supply were due to the
fact that the tenant had failed to pay the water rate. Action
