such an important measure being entered upon during the
existence of the present Parliament.
A very large amount of business has engaged the attention
of the Board and its various Committees, and an immense
amount of routine work has been got through. The follow
ing pages of this Report deal with some of the more important
matters, but it must not be imagined that they
contain a complete record of the year's proceedings.
